INCUBATION TRAINING ACADEMY. At the request of the Los Angeles County Board of Supervisors, the Department of Mental Health (DMH) has developed an Incubation Program to assist nonprofit organizations that have a desire to provide services to mental health clients so as to build capacity within the Mental Health system.
